updates (charset: latin fix)

I apologize for posting to both lists, but since this was first
pointed out in ldp-discuss, I wanted to let people know what
has been done to correct the problem.

The following HOWTOs were re-processed using the "-c latin"
charset option of sgmltools. Plain text copies can be found
