SGMLtools-Lite has a stylesheet for PDF that adds .pdf to the extension of 
images for PDF generation. Wrapped around that, I have a bunch of Makefile 
rules that convert everything from everything, but most often fig->ps->pdf or 
gif->pdf for vector drawings and bitmaps, respectively. Works great...
