Dr. Roger Harris
Roger Harris Associates
Dr. Harris lives in Hong Kong and is a Systems
Analyst by training with a PhD in Information Systems. He
spent his early career helping organizations make effective
use of Information Technology. In 1997 he joined University
Malaysia Sarawak in order to work with rural communities in
the developing world, helping them get connected to the
Internet and to use it for their own development. In this
capacity he instigated and implemented the award winning e-Bario
Telecentre Project, and lead it for its first three years.
Since 2001 he has been involved with rural IT projects in more
than 10 Asian countries. He now works as a consultant for
various government and international aid agencies, including
the United Nations and the World Bank.
His projects include programmes in Nepal, Indonesia, Thailand,
Sri Lanka, Peru, India, Philippines, Mongolia, Laos, China and
Viêt Nam where he has been helping governments establish
national pilot schemes for rural access to the Internet, and
conducting research into their effectiveness. He authored the
UNDP-APDIP publication “Information and Communication
Technologies for Poverty Alleviation.” More recently, Dr.
Harris founded Asian Encounters, an organisation that promotes
the use of the Internet by rural communities who operate
Community Based Tourism as a way of generating incomes. This
is known as electronic commerce for Community Based Tourism,
or e-CBT.
